Regulations No. (1)
Regulations of Registration with the National Geological Council for the year 2017
Pursuant to Article 23 (Regulations) of the National Geological Council Act, 2015, the National Geological Council, represented by the Registration Committee, issued the following Regulations:
(1) Title & Commencement
These Regulations shall be cited the "Regulations for Registration at the Geological Council for the year 2017", which internal regulations that shall be in effect as of the date of its approval by the Council.
Chapter 1: Definitions
(1) Interpretation:
In the application of the provisions of these Regulations, the following expressions and words shall be construed as according to the Geological Council for the year 2015 indicating the concept and the meaning given opposite to them unless expressly otherwise stated.
The Council: Means the National Geological Council.
Record: Means records of categories which the Council decides to register in accordance with the provisions of the Act.
Registered person: Means the person registered in accordance with the provisions of the Act.
Regulations: Means the regulations issued or recognized by the Council.
Registration Committee: Is a committee composed of members of the Council that organizes, classifies, and registers applicants in the geological hierarchy according to their qualifications
Geological fields: Means the fields of work and training in all disciplines of geological sciences.
Geologists Category They are the categories classified according to the geological hierarchy and are explained in the Act of the council, based on (decisions or classifications) adopted by the professional and Disputes Committee.
Graduate Geologist Means any person holding a qualification from a recognized university with a bachelor's degree or equivalent in geology in accordance with the principles approved by the Council. "
Specialist Geologist Means a geologist who has practiced the profession of geology for at least five years for PhD holders, seven years for a master's degree, eight years for a high diploma, or ten years for a bachelor's degree.
Consultant Geologist Means a geologist who has practiced the profession of geology for at least seven years for holders of a doctorate degree or ten years for holders of a master's degree, or twelve years for holders of a higher diploma or fifteen years for a bachelor's degree.
Registration Form : Any form issued by the Council for the organization and completion of the registration process and the processes related thereto such as registration for the first time, card form for the first time, renewal of card, issuance of additional certificate or duplicate copy, promotion from one category to another, and the concerned procedures shall not be finalized without it.
Registration Terms: It refers to the conditions that must be provided to any applicant for registration in order to be included in the appropriate record or transferred from one record to another.
Registration requirements: They are the necessary things that the applicant must submit to the Council.
Registration procedures The procedures and steps that must be followed by the applicant to register with the Council so that he can be registered.
Application Receipt Statement: Is the statement received by the applicant for the submission of his application bearing a follow-up number to be submitted to complete the rest of the registration procedure.
Registration Approval: Is the approval granted by the registration committee to the registration student according to the category that suits his scientific qualifications and practical experience, and after obtaining it the registration fees shall be paid.
Registration Entitlements: Are the benefits accruing to the person registered with the Council.
Registration Certificate: Means the certificate granted by the Council to the geologists and it clarifies the category of registration and gives the applicant a geological number, which allows him according to the Act of the Council to practice the geological work within the Sudan.
Geological card: Means the card granted by the Council to whoever granted a registration certificate in a specific category of geological hierarchy, and allows the holder according to the Act of the Council to practice the geological work within the Sudan, and also benefit from all the training and qualifying programs and other activities organized by the Council and it focuses on the development of the profession of geology in Sudan .
Oath taking of Occupation: Is the oath taken by the applicant before the Chairperson of the Council or his Deputy, the Secretary-General and the Registrar, as provided for in the Act in Chapter four, paragraph 25.

Chapter Two: Objectives of the Regulations
(2) The objectives of the Regulations:
These regulations is generally aimed at achieving the following:
Detailing how to apply the provisions of the following articles in the National Geological Council Act for the registration of the geologist with the Council and to allow him after registration to practice the geological work in accordance with the professional rules contained in the Act of the Council and the Regulations thereunder.
The Regulations aim to:
2.1 Interpretation of Article 21 in Chapter Four: Obligation to register.
2.2 Interpretation of Article 22 in Chapter Four: Conditions of Registration.
2.3 Interpretation of Article (23) in Chapter Four: Registration for Non-Sudanese.
2.4 Develop a protocol explaining the registration procedures and how they work using all available means.

Chapter Three: Conditions and Procedures of Registration
This chapter clarifies the Articles mentioned in the Act relating to the process of geological registration with the Council such as conditions, requirements and procedures that facilitate the process of geological registration with the Council.
3.1 Interpretation of Article (21) in Chapter Four: The Obligation to Register, which stipulates the following:
"No person shall be licensed or allowed to practice geological work in the geological fields in the public and private sectors, unless he is registered with the Council."
(3) General requirements for registration with the Council:
1. Fill out the registration form that fits his status (electronically - hardcopy).
2. The applicant must be Sudanese, and the applicant must prove his Sudanese identity by providing any valid identification documents confirming this, and must include one of the supporting documents approved below:
1- National number.
2- National card.
3- Driving License.
4- Passport.
3 – He must complying with the registration requirements prescribed for the grade of categories that the Council decides to register, and categories of geological hierarchy are:
1. Graduate Geologist.
2. Specialist Geologist.
3. Consultant Geologist
First: Graduate Geologist Category:
(A) Must have a Bachelor's Degree in Geology or its equivalent in Geosciences in accordance with the principles approved by the Council.
Second: Specialist Geologist Category:
(A) Must have met the requirements of a graduate geologist
(B) The above academic degree shall be from the specialized fields approved by the Council.
(C) Must have practiced the profession of geology for at least:
- Five years for Ph.D.
- Seven years of master's degree holder.
- . Twelve years for the high diploma holder.
- . Fifteen years of bachelor's degree.
Third: Consultant Geologist Category:
(A) Have met the requirements of a specialist geologist.
(B) The academic degree held by the applicant must be a post-graduate one in specialized fields approved by the Council.
(C) Have practiced the profession of geology for at least:
 Seven years for a Ph.D holder.
 Ten years for the master's degree holder.
 Twelve years for high diploma holder.
 . Fifteen years for bachelor's degree holder.

(4) General Conditions for Registration of non-Sudanese with Council:
1. His nationality must be from a country that allows the registered Sudanese geologist to practice the geological profession there. Or has been employed under a contract of employment from his country to Sudan, and there must be reasons for the Council to be satisfied with his employment provided that he cooperates with a Sudanese person registered with the Council. The registration is terminated if any of these conditions is not met.
2. The foreign scientific and professional certificates should be authenticated and accompanied by an equivalent certificate from the Committee for the Evaluation & Equalization of Certificates in the Ministry of Higher Education and Scientific Research.
3. He must have permission to practice the work from the Sudanese Ministry of Interior and the Ministry of Labor.

Chapter 4
Registration of geologists:
The registration with the Council shall be in accordance with the geological hierarchy provided for in the National Geological Council Act, 2015 for Sudanese and non-Sudanese geologists in accordance with the above conditions, consistent with the following data:
(1) Geological hierarchy categories.
1. Graduate geologist.
2. Specialist Geologist.
3. Consultant Geologist.
(6) Registration conditions for geologists:
First: Consultant Geologist Grade:
(A) He must meet the general requirements for registration with the Council.
(B) Procedure 1: If the applicant fulfills the registration requirement with the Council (bachelor's degree in Geology), the higher degree obtained by the applicant shall be considered and be linked independently with the condition of fulfilment of the required years of experience for a consultant geologist of the relevant grade or the lower grades obtained by him, and the years of experience for each grade independently are as follows:
Seven years and above for a Ph.D.
Ten years and above for master's degree.
Twelve years and above for the degree of higher diploma.
15 years and above for bachelor's degree.
Procedure 2: If the applicant does not get consultant geologist grade according to his years of experience of the higher grade he got or has not met the consultant's requirement according to his years of experience in the previous grades, the years of his experience will be added to the grades he has obtained. The result will be compared with the required years of experience to get a consultant geologist grade at a lower grade applied according to the above criteria.
Example:
If the applicant does not meet a consultant geologist grade with his doctoral years of experience independently, or according to his master degree years of experience independently, or according to his Higher Diploma years of experience independently, or according to his BSc degree years of experience independently, (2) his doctoral years of experience shall be added to his master degree, higher diploma and BSc degrees years of experience, the applicant shall get a consultant geologist grade by one of the following alternatives:
• PhD + MSc> = 10
• PhD + Diploma> = 12
• PhD + NBSC> = 15
• PhD + MSc + Diploma > = 12
• PhD + MSc + Diploma + BSc> = 15
• PhD + Diploma + BSc > = 15
• PhD + MSc + BSc> = 15
Second: Specialist Geologist
(A) He must meet the general requirements for registration with the Council.
(B) If the applicant fulfills the requirements for registration in the Council (bachelor's degree in Geology), and the applicant does not get a consultant geologist grade in any of the steps in the procedures of 1 or 2, the applicant is evaluated for a professional geologist grade in one of the following steps:
Procedure 3: If the applicant has obtained a bachelor's degree in geology (the requirement of registration in the council according to the Act), he shall be considered directly to the higher grade obtained by the applicant and be linked independently with the condition of fulfilment of the required years of experience for a specialist geologist of the relevant grade or the lower grades obtained by him, and the years of experience for each grade independently are as follows:
 PhD degree: more than or equal to 5 years and less than 7 years.
 Master's degree: more than or equal to 7 years and less than 10 years.
 Higher diploma degree: more than or equal to 8 years and less than twelve years.
 Bachelor's degree: more than or equal to 10 years and less than 15 years.
Procedure 4: If the applicant does not get specialist geologist grade according to his years of experience of the higher grade he got or has not met the specialist's requirement according to his years of experience in the previous grades, the years of his experience will be added to the grades he has obtained. The result will be compared with the required years of experience to get a specialist geologist grade at a lower grade applied according to the above criteria.
Example:
If the applicant with PhD does not meet a specialist geologist grade according to procedure (3) his doctoral years of experience will be added to his master degree years of experience, to his higher diploma years of experience, to his BSc degree years of experience and the result shall be compared with the required years of experience to get specialist geologist grade by any of the applied grades according to the conditions described in procedure (3) and can by by one of the following alternatives:
• PhD + MSc> = 7
• PhD + Diploma> = 10
• PhD + BSc> = 15
• PhD + MSc + Diploma > = 10
• PhD + MSc + Diploma + BSc> = 15
• PhD + Diploma + BSc > = 15
• PhD + MSc + BSc> = 15
Third: Graduate Geologist:
Procedure 5: If the applicant fulfills the registration requirement with the Council (BSc in Geology), and the applicant has not get a consultant geologist grade by any of the procedures from 1 or 2, or has not get a specialist geologist grade by any of the 3 or 4 procedures, He shall be classified as graduate geologist.

(7) Geologists Registration Requirements:
The geologist is registered with the Council by presenting the following requirements:
A. Registration form filled in with necessary information.
B. A copy of the university certificates and transcripts authenticated by higher education.
C. A copy of the certificates of the higher education evaluation in case of foreign bachelor degree.
D. Three photographs.
E. Payment receipt of the registration fee after receiving the decision of the registration committee approving the registration application according to the category that suits the applicant pursuant to the decision.

(8) Geologists Registration Entitlements:
(A) The registered geologist of the Council shall be allowed to practice geological work within the Sudan.
(B) A certificate of registration in the Geological Council shall be with a specified number according to the category that suits the applicant.
(C) A registration card with the Council by category, valid for 4 years from the date of its issuance.
(D) You can benefit from all activities and services organized by the Council.
